Office of the Municipal Pension Board of Trustees
Our office plays a pivotal role in shaping the strategic direction and governance of the plan. We manage day-to-day operations and maintain strong governance practices that support the board’s decision-making.
Serving as the link between the board, plan partners, and stakeholders, we ensure consistent communication, alignment, and collaboration. We also lead key initiatives to support plan growth.
Our team is composed of governance professionals, an operations team, directors, an executive director, an executive assistant and a plan expansion team.
Chelsea Kittleson
Executive Director
Chelsea Kittleson has been the Executive Director of BC’s Municipal Pension Plan since November 2023. In her role, she ensures the implementation of the board of trustees strategic plan, oversees the office that supports the MPP’s board and acts as the board’s primary liaison to the plan’s agents and service providers. She has used her investment and operations background to implement and oversee a three-year strategic plan that includes long-term sustainable investment goals.
Previously Chelsea was Director of Client Relations at BCI (British Columbia Investment Management Corporation). Prior to joining BCI, she worked in the capital markets, including as director at CIBC World Markets, and led financing and investor relations at British Columbia Ferry Services Inc. She has a Bachelor of Commerce and holds the Chartered Financial Analyst (CFA) designation. She recently completed her MBA at the Smith School of Business at Queen’s University.
Helen McArthur
Director, Communications & External Relations
Helen McArthur is the Director, Communications and External Relations for British Columbia’s Municipal Pension Plan, where she leads communication efforts to support the plan’s strategic initiatives. With 25 years of experience in pension communications, she is dedicated to helping members understand the value of their pension.
Since moving to Canada in 2012, she has played a key role in shaping public sector pension communications in BC. Before joining MPP, Helen served as Executive Director for the Public Service Pension Plan and Teachers’ Pension Plan from 2020 to 2023. She previously led the reputational risk program for all public sector pension plans as part of the BC Pension Corporation’s communications team.
Her career began in the UK as a communications consultant for an actuarial consulting firm, later becoming Head of Communications and Engagement at Hymans Robertson. She also completed a secondment with the UK Treasury, contributing to major public sector pension reforms.
Shaughnessy Hill
Director, Information Governance and Board Secretary
Shaughnessy Hill is the Director of Information Governance and Board Secretary for British Columbia’s Municipal Pension Plan. In her role, she leads the board office’s governance and information management functions, supporting the board of trustees and its committees in executing their fiduciary responsibilities.
Since joining the board office in 2016 as a Board Officer, Shaughnessy has built deep expertise in pension governance and assumed the role of Board Secretary in 2022.
Prior to her work in pensions, Shaughnessy held roles in strategic health policy, where she developed a strong foundation in policy analysis, stakeholder engagement, and risk management. She holds a law degree from the University of Alberta and recently earned the GPC.D designation from the Governance Professionals of Canada.
Pierre-Luc Chénier
Director, Strategic Issues
Pierre-Luc Chénier is the Director, Strategic Issues for British Columbia’s Municipal Pension Plan, where he provides policy expertise and strategic guidance. With 12 years of experience in the pension industry, he has a deep understanding of the evolving regulatory landscape and the challenges facing public sector pensions.
Prior to this role, Pierre-Luc led a team responsible for research, development and guidance on policy and administrative matters for BC’s four public sector pension plans. His work has included supporting the plans in executing on their strategy and navigating numerous legislative, regulatory and plan design changes.
He holds a master’s degree in political science from the University of Ottawa and completed the Osgoode Certificate in Pension Law from York University.
Katie Bullen
Director, Finance, Planning and Operations
Katie Bullen is the Director of Finance, Planning and Operations at the Office of the Municipal Pension Board of Trustees. She oversees the team responsible for delivering daily board operations, including administrative services and support. She also manages and develops the board and office budgets and spearheads annual planning, business continuity planning, talent attraction and team development.
Katie joined the board office after working in various roles across the pension sector since 2007, including with federal programs such as Old Age Security (OAS) and the Canada Pension Plan (CPP). She previously held a governance role within the board office, building a strong foundation in pension oversight and operational excellence. Katie holds a Master of Public Administration degree from the University of Victoria.
